Abstract
Lučka kapetanija definira se kao glavna institucija koja ima provedbenu funkciju u području pomorstva. Lučka kapetanija kao institucija obavlja poslove nadzora plovidbe u unutarnjim morskim vodama, i teritorijalnom moru neke pomorske države. Lučka kapetanija Ploče pokriva dio područja županije Dubrovačko-neretvanske, uključujući gradove i općine: Metković, Opuzen, Ploče, Kula Norinska, Pojezerje, Slivno i Zažablje. Pravilnik sigurnosti pomorske plovidbe u unutarnjim morskim vodama Republike Hrvatske i teritorijalnom moru donosi Ministarstvo mora, prometa i infrastrukture. Ovaj pravilnik propisuje pravila o izbjegavanju sudara na moru, signale i oznake, sustav javljanja pomorskih objekata i uvjete sigurnosti pomorske plovidbe koje su dužni primjenivati zapovjednik plovila i članovi posade. Služba nadzora i upravljanja pomorskim prometom Ministarstva i lučkih kapetanija naziva se VTS služba.
Abstract (english)
The Harbour Master's Office is defined as the main institution that has an executive function in maritime affairs. The Harbour Master's Office as an institution carries out surveillance activities in the inland waters, and the territorial sea of a maritime state. The Harbour Master's Office Ploče covers a part of the County of Dubrovnik-Neretva, including cities and municipalities: Metkovic, Opuzen, Ploče, Norina Tower, Pojezerje, Slivno and Zažablje. The Ministry of Sea, Transport and Infrastructure issues the Ordinance on the Safety of Maritime Navigation in the Inland Waterways of the Republic of Croatia and the Territorial Sea. This Ordinance lays down rules on the avoidance of collision on the sea, signals and markings, the system of reporting of maritime facilities and the conditions of maritime navigation safety which are required to be applied by the commander of the vessel and crew members. The Ministry of Marine and Maritime Traffic Control and Management Department is called the VTS Service.
